It is joke ?
The politicians and the media are wondering why there is a lack of specialized foster families. They fail to realize that they can only hire the same people they have gotten fired from various group homes when they pulled the children home and closed many group homes only for the children on end up living on the streets in dysfuctional families.
Of course the former workers in group homes don’t want to work for a department of social services who fire them within minutes based on the general economy rather than the need of the child placed at them.
They are choosing other branches to work in. Because the safety and concern of at-risk teenagers are only important then scandals are brought up by the media to be used during elections they should have expected that people would not work with at-risk teenager if they have any other possible option.
